Through Energy and Mineral Resources Ministry regulation No. 2901/K/30/MEM/2013, the government has set the amount of coal consumption in the domestic market, and the percentage of production that should be sold for the local buyers.
According to the regulation, the demand for coal from the local buyers in 2014 will reach about 95,550.000 tons. Coal mining companies should allocate 25.9 percent of their production of about 368,899,464 tons, to meet the demand from the local buyers
The domestic market obligation (DMO) requirement is imposed on 50 coal miners holding contract of works, a state owned coal mining company and 34 coal mining firms holding mining business licenses
